RESTORE is LVCM CDC's community safety initiative rooted in relationship, resilience, and the belief that every life is worth fighting for.
Violence does not happen in a vacuum. It is the product of unmet needs, broken systems, generational trauma, and communities left behind. RESTORE exists to interrupt that cycle — not through punishment alone, but through presence, relationship, and the restoration of human dignity. RESTORE is not just a program. It is a philosophy of safety — one that meets people where they are, walks alongside them through their most difficult moments, and equips them with the tools to build lives of purpose, stability, and community connection.
LVCM's Structured Transformation Framework
RESTORE's work is grounded in practice-informed methodology. We do not simply count arrests avoided or incidents interrupted. The CoreShift Framework tracks actual transformation across 12 interconnected domains — measuring a participant's movement from immediate risk and reactive behavior toward sustained agency, purposeful decision-making, and positive community contribution.
The participant's ability to recognize their triggers, thought patterns, and emotional responses — and to manage them without reacting through aggression, retaliation, or harmful behavior. Self-regulation is a learned and developing capacity, not a fixed trait.
The participant's belief that they are capable of making changes, and their ability to set personal goals, make informed choices, and direct their life toward a chosen future rather than being controlled by external influences.
Supporting movement away from identity controlled by street reputation or harmful roles — toward identity connected to purpose, family, faith, and community. Tracking the participant's ability to resolve conflict without violence, accept mediation, and disengage from retaliation.
Tracking housing, employment, health, and family stability — alongside the participant's ability to acknowledge harm, accept responsibility, repair relationships, and ultimately become a contributor, mentor, and positive influence in their community.
The CoreShift Framework is LVCM's proprietary, practice-informed methodology. It is under continuing evaluation. CoreShift does not produce an opaque 'danger score' — every domain remains visible, every assessment is reviewable, and participants are never ranked against one another.
